Guide
Guideline value vs market value in Puducherry, and why they differ
Sellers often confuse two numbers. One is set by the government for tax purposes; the other is set by buyers.
Guideline value
Guideline value is a rate set by the government for a locality, used as a reference for stamp duty and registration. It is revised from time to time and applies to areas or categories of land, not to your individual property.
Market value
Market value is what a willing buyer will actually pay for your specific property today. It reflects road, frontage, approval, condition, demand and the buyer’s alternatives.
Why they differ
Guideline values move slowly and by area, while the market moves by street and by month. In some places the market is well above the guideline value, in others near it. Neither number alone tells you what to ask.
What it means when you sell
- Stamp duty is generally calculated on the higher figure, so a sale far below guideline value can create problems
- Ask for the current guideline value for your exact survey number
- Use market evidence, not guideline value, to set the asking price
